Candidates must meet time-in-grade requirements within thirty (30) days of the closing date of this announcement.

Candidates will be required to complete a Declaration for Federal Employment before being hired in order to certify the accuracy of the written application and provide information necessary to determine suitability for Federal employment.

Completion of a probationary or trial period may be required, depending on the type of appointment.  During this time period, employee's conduct and performance will be monitored in order to determine if employee will be retained.

The individual selected for this position is required to complete personnel suitability documents; appointment is contingent upon successful completion of any necessary background check.

If the position is announced with promotion potential, the incumbent may be promoted without further competition upon meeting all legal regulatory requirements.  However, promotion is not guaranteed and no promise is implied.

Citizenship Requirements

To be considered for employment, you must be:

  1. a U.S. citizen;
  2. a person who owes allegiance to the United States;
  3. a person lawfully admitted for permanent residence and seeking citizenship, as outlined in 8 U.S.C. § 1324b(a)(3)(B); or
  4. a person who is admitted as a refugee under 8 U.S.C. § 1157, or is granted asylum under 8 U.S.C. § 1158, and who has filed a declaration of intention to become a lawful permanent resident, and then a citizen, when eligible.

We base our decision on your application and responses to our questions using the category rating process. Your application will be rated on the extent and quality of experience, education, and training relevant to the duties of the position. Eligible applicants will be placed in one of two categories “Best Qualified” and “Qualified” based on their responses to the application questions for this position. These responses must be substantiated by the submitted resume. If your responses to the vacancy questions are not supported by your resume, your score may be adjusted. Applicants who do not respond to the application questions WILL BE FOUND INELIGIBLE.

Displaced Federal Employees


If so, you may be entitled to receive special priority selection under the Interagency Career Transition Assistance Program (ICTAP).  To receive this priority consideration you must: (1) be a displaced Federal employee; (2) submit a copy of the appropriate documentation, such as a RIF Separation Notice or a letter from OPM or your agency documenting your priority consideration with your application package; and (3) submit a copy of your current performance appraisal along with your ICTAP proof of eligibility.


Displaced employees must be rated well qualified against the rating factors in order to be considered for special priority selection for this position.  To be rated well qualified, you must: (1) meet OPM qualifications standards for the position; (2) meet any selective placement factors identified in the vacancy announcement; (3) meet special qualifications conditions that OPM may have approved for the occupation or position; and (4) receive a score of 85 or above in the evaluation process.
