3 Given the power and flexibility of modern computers and the rate of change of the consumer marketplace in consumer electronics, consumer computer hardware and consumer computer software and the acute skill shortage in the areas of industry creating these products it would be wise to include provisions that encourage consumer access to the source code for consumer computer software to enable users with a curious or technical streak to build skills in this area.
