Please consider allowing every individual the right to an ELECTRONIC KEY which will protect the individuals personal data from being viewed without the individuals knowledge. Any and all databases which store information about a person would not be generally available without that persons knowledge and consent. Penalties for unlocking the data without the knowledge and consent of the individual involved should be high.
