Please include these comments in your docket.

The FTC must create a national do-not-call list, as was envisioned by Congress in the Telephone Consumer Protection Act. It is the only way to stop telemarketing effectively.

Distinctive ring, while not a bad idea, will still cause ringing by the predictive and automatic dialing machines. As an attorney, I can hardly keep up with the abuses and violations in Maryland. Prerecorded calls continue to be made, even though they are strictly illegal with a $500 right of action. I just got another one this weekend, on April 21,2000.

Then there are the legal evasions when you do take one to Court. Nationwide Insurance is arguing that their insurance agents are 'independent contractors,' and therefore do not have to honor my do not call request argument with the other agents. We are in court now and I expect to win, but most people would have folded by now, and there is always another legal maneuver.

The FTC has an opportunity to make a federal government agency for once a real national hero:
