As the manager of an ISP in Central Illinois, I find many of my work hours dedicated to the elimination of UCE (Unsolicited Commercial Email). Any clear definition of what UCE is and is not, as well as a clear chain of reporting such UCE to whatever agency/task force will be responsible for handling it would only benefit the users of the Internet in the US. We are being buried under an electronic mountain of junk mail, chain letters, pyramid scams.. all without any clear idea about what we as users, and we as ISP's should and should not do in regards to these intrusions.
