Principles for Self-Regulation

Dear Mr. Secretary:

I am writing in response to the Commission’s request for additional comments following the hearings held on June 10, 1997. Access to a variety of information, specifically with regard to individual investigations, is a priority in our industry.

Having been a licensed private investigator for over 33 years, I am well aware of the increasing demands by our clients to develop particular information where there is an allegation of fraud. We are left to ascertain the validity of such which can, only be determined through the use of multiple information sources.

In my opinion as a professional, I seriously doubt that abuse of access to certain types of information is widespread. Only on rare occasions in my 33 years of experience have I seen such abuse, and then it was brought to the attention of authorities who successfully countered the activities of those persons involved. Therefore, as a user of public and nonpublic records, specifically credit bureau headers, I enlist your consideration and support of the proposition for Self- Regulation.
