Subject:Support of Self Regulation

Dear Mr. Secretary:

I a writing in response to the Commissions request for additional comments after the hearing held on June 10, 1997. As a licensed private investigator in the state of Wisconsin, I am a routine user of the public and non public records. I fully support the position of self regulation in our industry.

The data I regularly search, access, and use in my day to day activities for my clients is essential to the good of our society. I search for people who have lost track of friends and relatives, I search for people who are required to appear in court, I search for people who have caused financial damage to small businesses, I verify information provided to potential employers to save them problems before they occur, and also perform many other activities for which the need for records is critical. It is very important that a free flow of information be available to support our judicial system and the business community. The free flow of records also is important for the public to defend itself without getting the government involved.

In my work, a high degree of accuracy is expected and reports and information is also confidential.

Our industry has shown a willingness and desire to self regulate. My request is that you support self regulation for my profession and work with us to bring out procedures and policies that we allow us to continue to work in a free society.

Sincerely,

Cynthia L Papka
