In January, 2004, as part of "Operation Secure Your Server," the Federal Trade Commission and dozens of international partners identified tens of thousands of owners or operators of potentially open relay or open proxy servers. The agencies sent letters urging them to protect themselves from becoming unwitting sources of spam.
