COPPA Compliance Training for Website Operators

The Children's Online Privacy Protection Act (COPPA) and its implementing Rule went into effect on April 21, 2000. The Rule requires commercial websites and online services that collect personal information from children under 13 to post privacy policies, notify parents of their information practices, obtain verifiable parental consent, and provide parents with access to their children's information. Violators of the law are subject to FTC enforcement action, including civil penalties of $11,000 per violation. The FTC is currently undertaking a number of educational initiatives to promote compliance with the Rule.

The Federal Trade Commission will hold a one-day public training program for website operators on August 22 to review key compliance issues under the Rule. Operators of websites directed to children as well as general audience sites that knowingly collect personal information from children are encouraged to attend.

Agenda

The program will feature an overview of basic Rule requirements and discuss compliance issues. Topics to be addressed include:

privacy policies and parental notices

parental consent procedures

exceptions to prior parental consent

access verification

general audience sites and "actual knowledge"

safe harbors

compliance issues that have arisen in the four months since the Rule became effective

FTC educational materials on Internet privacy will be distributed at the program. Further information on the COPPA compliance training as well as other educational resources are available on the Commission's website at http://www.ftc.gov/kidzprivacy.
