The Children's Online Privacy Protection Act (COPPA) and
its implementing Rule went into
effect on April 21, 2000. The Rule requires commercial websites and online services that
collect personal information from children under 13 to post privacy policies, notify
parents of their information practices, obtain verifiable parental consent, and provide
parents with access to their children's information. Violators of the law are subject to
FTC enforcement action, including civil penalties of $11,000 per violation. The FTC is
currently undertaking a number of educational initiatives to
promote compliance with the Rule.
The Federal Trade
Commission will hold a one-day public training program for website operators on August 22
to review key compliance issues under the Rule. Operators of websites directed to children
as well as general audience sites that knowingly collect personal information from
children are encouraged to attend.
