- What are the barriers to industry development of cross-border ADR systems? How can these
barriers be overcome?
- What are the concerns about requiring consumers to exhaust available ADR options before
going to court (i.e., mandatory, but not binding, ADR)? What are the concerns about
allowing consumers to agree to binding ADR after a dispute has arisen?
- What are the next steps in developing ADR programs for online B2C disputes, especially
on an international level? In particular, what should be the role of governments? Would
government guidance be useful? Does the question of government involvement vary, depending
on whether ADR programs are voluntary, mandatory or binding on the consumer?
